Scientific approaches towards organizing criminological counteractions against crime formed by the inclination to consume narcotic drugs, psychotropic substances or their analogues

The paper is devoted to a brief presentation of the author's views on topical issues of criminological counteraction to crime, formed by Article 230 of the Criminal Code of the Russian Federation. The author offers an algorithm for estimating latency indicators based on a comparison of statistical data and various scientific studies, and also characterizes the latency factors. Based on the comparison of the results of the study of criminal cases and the results of surveys of victims of latent crimes, the author notes a number of qualitative similarities and differences inherent in the studied arrays of registered and latent crimes. The views of experts on the factors determining this crime are given. Drawing on foreign experience and expert opinions, the author elaborates a set of organizational and legal measures to counteract propensity to consume drugs (strengthening the anti-drug enforcement, motivating victims to report offences, prevention at criminogenic sites, counteracting drug propaganda.)
