Scientific developments of universities: from academic capitalism to strategic academic leadership

The article examines the role of universities as an innovative driving force that not only raises the level of education, but also generates new ideas, conducts research, which contributes to the creation of new technologies, products and services. It is proved that universities that had previously developed within the framework of the concept of academic capitalism were not capable of implementing the model of open innovation, which implies active interaction of all participants in the process of generating and disseminating knowledge. This problem will have to be solved in the course of the implementation of the Strategic Academic Leadership Program developed by the Ministry of Education and Science of the Russian Federation, which will determine the vector of development of Russian higher education for the next decade.
