Scientific instruments in the assessment and management of the scientific organizations' publication activity

Today, more and more high demands are made on the system of higher education from the state and society. This testifies to the significant role of data reflecting the processes occurring in the world in the field of publication activity of scientific organizations in solving managerial problems that arise in the process of assessing the situation and developing research policies. The article discusses scientometric tools that contribute to the integration of scientists into the international system of scientific communications and increase the efficiency of the functioning of the organization's publication activity management systems. It has been substantiated that when considering general information about scientometrics and the use of its tools for analyzing the publication activity of scientific organizations, special attention should be paid to the ranking of authors, research groups, institutions, journals and countries, since these data are, in some cases, the ultimate goal of bibliometric research.
