The struggle of the Balkan peoples for their liberation from Turkish sway (1912-1913) caused sincere sympathy in the Russian society. Considering this factor, various opposition parties used the theme of assistance to the Slavs to draw attention to their activities. On this wave the work of various Slavic organizations was intensified. It concerned so the oldest of them, for example, the St. Petersburg Slavic Benevolent Society, as the newly formed - the Moscow Slavic Committee and the Scientific Slavic Unity Society. The Day of Slavic flags, announced by the Scientific Slavic Unity Society under the influence of the liberals was intended not only to provide practical assistance to the Balkan Slavs and Greeks, but also to demonstrate the power of «progressive forces». The results of the event were more than modest due to the wrong choice of the target audience, which had been under the influence of the social democrats.
