The oil strategy of Russia in the early XX century: balance between state and private entrepreneurial interests

This article analyzes the development of the state oil policy under the crisis conditions in Russia in the early XX century. The author considers the factors that had an impact on the adjustment of the state oil strategy, as well as the status of major, medium and small domestic oil producers in relation with the undertaken state de-monopolization of the oil industry during that period of time.
