Neutralizing the risks of industrial production localization with the participation of educational organizations

The article presents an analysis of the reasons for the formation of integrated entities with the participation of industrial enterprises, educational and research organizations. The purpose of the study is to identify changes in the role of educational organizations, which, along with the function of relaying knowledge, take part in their production. Particular attention is paid to the role of the state as a subject of institutional design. It has been proven that collaborative interactions within local systems are a source of competitive advantages for their participants.
