Non-profit public utilities as a promising form of the apartment house management (a case study of Khabarovsk)

A sustainable development of public utility being a complex multi-sectoral institution is determined by the relevant development of organizations combined in the industry. The study identifies the distinctive characteristics of non-profit public utilities functioning. The authors’ definition of the concept of public utility services management is presented. The paper considers the key areas of responsibility of such players on the public utility market as states, utility and service providers, and consumers. The current situation in the field under review is described. The research highlights the main challenges of public utility market in Khabarovsk Territory. Their solution is pivotal for the Far Eastern economy. The authors conduct a comparative analysis of compelling advantages of a condominium as a way to manage the apartment house and propose the priorities for its increasing use.
