Some aspects of state regulation of bureaucratic phenomena

Purpose: Based on the analysis of theoretical concepts to determine the occurrence of factors, the existence and development of power and bureaucracy, to identify the role of the bureaucracy in the power structure and the governance process, to determine the methods and ways to improve the functioning of bureaucratic institutions, lobby groups and elite. Methodology: Used comparative law, legal method of ascending to the abstractions of system-structural method. Results: In the present study analyzes the impact of factors on the subjects of interest imperious activity, the existence of which is objectively inherent in public administration. The necessity of securing the state formalized the principle of openness and transparency in public administration from the point of the rule of law. Novelty/originality/value: Generalizations developed greatly enrich the lighting of the relevant provisions of the state theory of law, philosophy of law in respect of the consideration of the government, the mechanism (apparatus) of the state, the state’s functions. Theoretical study of interdependence and interdependence of phenomena in power, the need for political forms of regulation and governance methods can be used in the educational process in legal sciences and in the implementation of legislative activity.
