The article considers some aspects of the human resources management aimed to provide the sustainable development of the municipalities. The undertaken research shows, that there should be arranged establishment of the staffing system in the municipal bodies basing upon the complex implementation of the legal, organizational, managerial, educational, financial, economic and other measures.
