Annual construction and maintenance of renewable seasonal motor roads (winter roads) is of high social importance for ensuring the livelihoods of the population and transport accessibility of remote settlements of the Republic of Sakha (Yakutia). The article considers regional features of the organization of production processes for the construction and maintenance of winter roads in the natural and climatic conditions of the Arctic zone of the Russian Federation. The work identifies “bottlenecks” in the existing regulatory framework establishing the procedure and rules for calculating the cost of road construction works and distributing budgetary allocations to reimburse costs associated with the construction and maintenance of winter roads in the cryolithozone. The authors identify interrelated natural, climatic and organizational factors affecting the increase in the cost of work on the construction and maintenance of seasonal communication routes. Practical recommendations have been developed for improving the system of correction factors for calculating the level of cost increase, which can be reflected in the main regulatory documents governing the rules for allocating subsidies for the cost of work on the construction and maintenance of winter roads. Taking into account natural, climatic and organizational factors when constructing winter roads is necessary in order to improve the quality and safety of seasonal winter roads of regional and inter-municipal importance throughout the Republic of Sakha (Yakutia) by increasing budgetary allocations.
