Some historical aspects of the adoption institution development from 1990 to 1999

The purpose of the study is to analyze the historical development and legal regulation of the procedure for the adoption of children left without parental care, including the issues of adoption of minors who have their nationality under domestic law by foreign citizens. The analysis is carried out in the context of a certain historical period of time from 1990 to 1999. This period, according to the authors, is interesting not only from the point of view of political and economic changes taking place in our state, but also from the point of view of the development of legislation to regulate rapidly developing private law relations by legal norms. The objectives of the study are to substantiate the sequence of development of legislation in the specified historical period of time, to study the regulatory framework, theoretical views and empirical data on the issue of adoption, including international adoption; to identify the problems that domestic courts have encountered when considering cases of adoption by foreign citizens, presenting their own arguments on these problems. The object of the study is legal relations arising in connection with the development of legislation on adoption in a certain historical period of time, as well as the practice of applying the rules of law governing the procedure for considering and resolving cases related to adoption, including by foreign citizens of Russian children. Research methods: comparative analysis method, formal legal method, statistical, logical, systemic. The basis of the research process was the method of comparative analysis and synthesis. Both regulatory material and theoretical works of legal scholars in the field of adoption were analyzed and compared.
