The 13 December 2006 flare, recorded by neutron monitors, involved hard X-ray bursts and particle fluxes within the wide range of energies (up to relativistic ones). GOES/ACE/SOHO data were used to describe the presented event. Results of ground-based recording of thermal and fast neutrons at the RAS Geophysical Centre and IZMIRAN are also presented. The flare had some peculiarities observed at different stages of the flare rise. The first peculiarity was associated with onset of particle flux increase. The first receipt of different-energy particles was observed before the flare in response to an additional source of particle generation occurred several hours before the explosive phase. This source in its turn resulted from coronal formations during the active region development and their subsequent ejection to the interplanetary space. The next peculiarity was associated with anomalous particle variations recorded by some neutron monitors. This is connected with fluxes of neutrons generated in the flare.
