Some problems of measuring and accounting for water volumes

The improvement of the water volume accounting system over the years has led to the need to clarify the concepts: measurement, accounting, "unbalance", as well as the tasks that are solved or could be solved when installing water flow and volume measurement tools. By 2020, a large number of meters and flow meters have been installed in St. Petersburg. The measurement results are defined as reliable, and consumers tend to believe that the installed measuring instruments significantly reduce the actual volume of water. When organizing water volume accounting, related tasks related to measurements, mathematical and logical procedures for processing results, and drawing up balances are also solved, although no such tasks were set, and only the installation of a device (water meter) was required. Hence the results obtained with an ambiguous assessment, which allows us to identify three separate areas with their own tasks and ways to solve them: the measurement system; the accounting system; the balance system.
