Several issues of ensuring and protecting human rights by local authorities

The study discusses several issues of ensuring and protecting human rights by local authorities in the Russian Federation. The right to a favorable environment, health care, and housing is a priority human right. When studying the issue under review, the author applied such techniques as system-based, structural and functional analysis and a number of special scientific methods (technical one and legal forecast). Based on them, the municipal authority’s activity is analyzed in the field of ensuring and protecting human rights by a case study of Sosnovskoye rural settlement of the Novokuznetsky District of Kemerovo Region. The population’s attitude to its activity is revealed. The exercise of human rights and freedoms by the municipal authority is demonstrated. The authors describe the methods for and approaches to ensuring and protecting these human rights and highlight the specific problems in this field.
