Some questions of history of appearance of alcoholism and effective countermeasures (historical and legal aspect)

The article studies questions of influence of the state and authorities themselves on the existence of such a destructive phenomenon as alcoholism in the country. It gives information on the use of measures against production and sale of home and state-made alcohol by the Tsarist and Soviet authority. The article gives a light insight of the depths of history of Ancient Rus on questions of appearance of such a phenomenon as “tavern”, which led to emergence of such social blemish as excessive drinking. It provides the analogy between Tsarist Russia and the Soviet pre-revolutionary society of the beginning of the 20th century, when despite the opposition from the noble class, who got good profit into the State Treasury, the “dry law” was accepted and became a rather radical measure of liquidation of excessive drinking in the country, and came to be a great example for further generations.
