Some questions of methodology of social sphere management

The main problems of the implementation of social programs in the regions, related to the coordination of activities and fuzzy separation of powers between different levels of government, the imperfection of the regional system of social management and the mechanism of the budget and financial process, are described. The main methodological approaches to the formation of an actively adapting system of social sphere management of a region are outlined.
