Some issues of implementation of academic mobility in the Russian Federation

The goals and objectives of the study are to discuss some problematic issues of the implementation of academic mobility in our country and to determine the main directions of legal incentives and the improvement of academic mobility in higher educational institutions of the Russian Federation by providing financial support in the form of a grant (travel grant) as one of alternative ways of financing the systems of higher and postgraduate education. The study reveals the concept of academic mobility as one of the areas of implementation of the Bologna process, which the Russian Federation joined in 2003. This process caused another serious reformation of the system of higher and postgraduate education in our country. Without touching upon the feasibility of such a reform and the assessment of the Bologna process itself, the study examines some of the issues of its implementation, namely, the implementation of academic mobility in the Russian educational space. The main focus of the study is aimed at identifying problematic issues of the implementation of both external and internal academic mobility and the approaches to their resolution. Particular attention is paid to the need of development, first of all, of internal academic mobility as a way to gain some experience in interuniversity interaction. Financial problem is named as the main problem affecting the development of academic mobility in the Russian Federation, attention is drawn to the fact that its solution is possible, including through the use of measures of alternative financial support for the participants in academic mobility programs through the provision of both public and private grants (travel grants). According to the results of the study, it follows that the development and improvement of the process of providing public and private grants for the purpose of academic mobility would expand the boundaries of its implementation, and, consequently, raise domestic higher and postgraduate education to a higher quality level.
