Some issues of implementation of procedures for granting land for construction

The article deals with problems of implementation procedures for the granting of land for construction. Attention is given to the interpretation of the rules of the Land Code to provide areas in conjunction with the basic provisions of land legislation governing the turnover of land. Examines the views of the judiciary and the executive agencies on the choice of procedures for granting land (or at auction without bidding), and how to implement it.
