The need to transform the public-private partnership mechanisms in the regional environmental projects implementation

The subject of the study is issues related to environmental problems in the forest complex of the Krasnoyarsk Region. Their solution is proposed to be carried out on the basis of the formation of an industrial cluster for the processing of waste from the forestry complex of the region. The formation of an industrial cluster must be carried out using the mechanisms of public-private partnership. To select and justify the mechanisms of public-privatepartnership that can be used in an industrial cluster, the best foreign experience in applying these mechanisms in solving existing environmental problems was studied. In the course of research, groups of specialized publicprivate partnership mechanisms used in foreign practice were identified, including through the use of tax instruments, cost subsidizing instruments, tariff regulation, quotas and trade in green certificates, and securities market mechanisms. The purpose of this work is to develop an effective system for solving environmental problems that exist in the forest complex of the Krasnoyarsk Region, based on an industrial cluster using public-private partnership mechanisms. One of the results of the study is proposals for the practical application of public-private partnership mechanisms in the industrial cluster for processing waste from the forestry complex of the Krasnoyarsk Region. It is proposed to use several groups of public-private partnership mechanisms in the industrial cluster for processing waste from the forestry complex, including those based on tax instruments, financial incentive instruments, investment instruments, tariff instruments and public procurement of products produced by the industrial cluster for waste processing forest complex. According to the authors, the use of the proposed mechanisms of public-private partnership will solve the existing environmental problems associated with the activities of the regional forest complex with minimal costs from the state.
