The article describes the rent-resource model of economic growth. The question of the possibility of inertial development and the necessity to modernize the existing model has become particularly relevant when the Russian economy is faced with serious challenges and risks both domestically and externally. The modern ideas about the relationship between the provision of countries with resources and economic growth are considered in the paper. The analysis of the present social and economic model shows that it is limited by neoclassical or institutional research programs. And it is proved not to serve as the adequate basis for the new economic development. It is necessary to add them with a world system approach meeting the requirements of the system paradigm. The characteristic of the Russian economy as a resource-rent economy is given in the paper. The paper proves that the Dutch disease with the negative consequences for technological development, a negative structural shift and underinvestment in human capital and the economic growth slowdown are the reasons of it...
