Human rights are the cornerstone of social transformations that have built modern civil society. Human rights are declared a universal value on both national and international levels. However, today’s world is not only a scene of triumph of human civil rights, but also a severe test of their enforcement mechanism. The XXI century has become a period of global recognition of human rights as a fundamental basis, as well as a period of their sheer defiance. During recent years, many criminal acts have spread globally and are undermining the basis of human rights, forcing to apply harsh response and raise the question about the possibility of a forced restriction of human rights. In terms of the research, special attention is given to the human right to housing - an inalienable civil right, which confirms the value and recognizes the importance of each person in the world.
