Netocracy: a new face of the postmodern power

The article considers appearance of a new ruling class in the context of postmodernity called 'netocracy' in the liberal arts discourse. The author carries out a search for the sources of netocracy, which leads to the so called mobilistic tradition in philosophy. The author analyses the Web as the main field of activities in postmodernity, distinguishes netocrats, who control the Web, and consumers - consumetariat. The paper emphasizes the rhizome nature of the Web, on the basis of which the features of netocracy are studied, as well as its main actors: eternalists, nexialists, curators.
