Illegal migration is a socially dangerous, dynamically developing phenomenon that threatens national security interests of both Russia and the international community as a whole. It is considered as a threat to stable development of national economies and a serious source of social tension. Often, illegal migrants become members of international terrorist and extremist organizations. The UN created a solid international legal framework to counter illegal migration. However, it has not produced the expected results. The Russian state pursues a comprehensive solution to the problem, including improving legislation in the field of migration, increasing the effectiveness of law enforcement agencies and training highly professional migration services employees, implementing a balanced migration policy. A necessary element of the work is international cooperation on migration issues with the participation of Russian universities.
