In the article the principles on which the local government system should be built in the states that have ratified the European charter of local government are described. The central question is the thesis about the system of local government, which is independent and autonomous from the state, and its realization in the Russian Federation. The problems that arise in legal practice of several European countries and Russia are analyzed.
