The Russian Empire and the USSR raised the question of the “nationality” of the concessionaire. In the Soviet Union, as a rule, preference was given to foreign legal entities or individuals. However, as practice has shown, almost all concession enterprises in the USSR veiled and attracted domestic, so-called "Nepman" capital.
