The Nogais and their resettlement territory in the Russian state policy towards the North Caucasus in the late 19th - the first half of the 20th centuries

The paper presented materials reflecting the official information on the Nogai population of the Russian Empire (their number, resettlement territory in the Stavropol Governorate, Kuban, Terek and Dagestan regions and the type of administrative management) at the turn of the 19th and 20th centuries. The research highlighted the activities of the Soviet and party authorities of the Dagestan Autonomous Soviet Socialist Republic (Dagestan ASSR) aimed at joining the Nogai steppe to the republic and carrying out economic and political campaigns on the territory of the Nogai and Karanogai residents. Besides, the paper described the social and cultural activities related to the transition of the nomadic and seminomadic population of the Karanogai district to a settled way of life. The research showed the course and results of the administrative and territorial reforms of 1922-1924, 1938, and 1944 resulted by the fact that being united the Nogai steppe was repeatedly transferred from one RSFSR entity in the North Caucasus to another. The last redrawing of the borders in 1957, when the Nogais again became a divided people, was demonstrated as well.
