A normative model of statistical estimation of management efficiency regarding municipal area development

The article presents a new normative model of statistical estimation of management efficiency regarding municipal area development. This model allows one to perform an integral estimate by generalizing 14 currently used statistic indicators. The described algorithm can be helpful in construction models by applying a Dynamic Normative Method developed by a Russian researcher I.M. Siroezhin who based this method on the rank statistics. The new integral estimate has been substantiated with 95% probability. It is more objective and homogeneous than other traditional statistic estimates.
