The Article analyzes the activities of existing agricultural producers in Russia, their classification in terms of legal status, and their actual activities. A special place in the article is given to the consideration of the positions of agricultural consumer cooperatives as an Association of agricultural producers and their place in the supply chain of products, works, services for state needs.the scheme of their interaction with the relevant Department, the Ministry of agriculture of Russia is analyzed. The article analyzes agricultural consumer cooperatives from the largest suppliers of products, works, and services for state needs in 2011-2018, and draws attention to the discrepancy between their activities (actually delivered items of products, works, and services) and their status as an “agricultural commodity producer”. The article focuses on one of the main goals of public procurement - to ensure the transparency of deliveries, including through the compliance of the supplier with all the requirements of the current legislation, especially the legally significant status. In the final part of the article, we propose a system of measures aimed at a comprehensive analysis of the activities of existing agricultural consumer cooperatives, in order to ensure transparency of their activities, including for the state, as potentially one of the main buyers of their products, works and services.
