As a result of the influence of the entire body of legal phenomena throughout the life of society on public relations as a result of joint efforts of the society and state striving to achieve universal consent between people by means of law, a mechanism of legal influence on public relations is being formed. Therefore, legal effect, in general terms, is the influence of law on people consciousness and behavior on the basis of ideas on legal possibilities of solving vital problems in society. The modern notary is one of the most effective elements in the structure of the mechanism of legal effect on public relations, promoting the realization of civil rights and freedoms in accordance with the principles of the rule-of-law state and civil society.
