Notitiazation or informatization: issues of responsibility in linguistic communication

For describing the process of transformation of the modern society into the information and knowledge society some scholars suggest a term “notitiazation", since the Latin word “notitia" (knowledge, value, concept, idea, acquaitance, reputation, notice, fame, news) expresses better the content of the relevant processes. In the process of the global notitiazation the responsibility for its negative consequences is growing. There is an increased need to support communication based on equal rights, which necessitates a new coordinator, who is able to reconcile the principles of communication in the conditions of the fundamental pluralism of values. As such a coordinator the dialogic, discursive mind is nominated, since it comprises the ethical principles of humanity, justice and tolerance aimed at the support of the unity in the increasing diversity of the contemporary globalizing human being. The modern communication space is becoming monolingual due to the economic and technological dominance of the USA in the world. Therefore, the stability of the national security of Russia is impossible without the preservation of the Russian language space. The validity of the informatization risks today is evidenced by the events in Ukraine, where the language factor has become a major cause of confrontation between the peoples of the one state only. The negative information flows destroy the cultural code of the Russian-Ukrainian historical community. The analysis of the events confirms the urgent need for the consistent state policy in the field of information security, development of new information security technologies in order to minimize the geopolitical risks for Russia. The Russian language is the foundation of a united information space of Russia and the former soviet republics. Therefore, the problem of keeping the Russian world space should be considered responsibly as one of the most important issues of the national security of Russia.
