New population policy and its impact on national human capital

The article shows the quantitative aspects of such a component of national wealth as human capital. In modern conditions, human capital is the main wealth of any state. Human capital has quantitative and qualitative aspects. This study focuses specifically on the quantitative component of human capital. The demographic problem is one of the most acute global problems our country is facing. For almost thirty years, the population of our country has been steadily declining. The problem of population reduction is partly solved by steadily high migration, but it negatively affects the quality of national human capital. Since 2007 the government has been steadily implementing the national project «Demography», however we can see some noticeable success only in the period 2011-2014. Within the framework of the national project a number of measures aimed at stimulating the birth rate and reducing mortality were implemented. However, their low efficiency urges to reconsider and strengthen the impact on the demographic situation in the country...
