New in the legislation on production and consumption wastes

The article contains an analysis of the most significant changes to the provisions of the Federal Law dated 24.06.1998 No. 89-FL «On Production and Consumption Waste» (ed. on 3 July 2016). A study of amendments in the Federal Law No.-89-FL, that has changed the development of the regulation of the relations of the production and consumption waste management, is associated with emerging conclusions and concrete proposals in this direction. In particular, according to the study results, it is concluded that an important shift has been made in the development of relations on the treatment of production and consumption waste in the direction of ensuring the constitutional rights of citizens to a healthy environment. It should be mentioned that there is relatively new motion in the direction of involving the production and consumption waste in circulation as additional sources of raw materials.
