New draft law "On amendments to the Federal law "On advocacy and the legal profession in the Russian Federation": the path to the loss of lawyer's independence

Purpose of the study is to identify and assess the most significant features of the considered draft law and organizational and functional aspects of its development. We used the method of system analysis, historical method, formal-legal method, method of studying documents, method of included observation, structural-functional method and other methods of knowledge. The article examines the legislative innovations proposed for adoption in the next Draft of the Federal Law «On Amendments to the Federal Law «On Advocacy and the legal profession in the Russian Federation», prepared in 2021. The positive and negative characteristics of the draft law are highlighted. The organizational aspects of activity of the Federal Bar Association of the Russian Federation, which caused degradation of the Bar in the context of the discussed draft law and summarized the measures aimed at leveling the negative factors, accompanying the activity of this body of corporate management of the Bar, were analyzed. The significance of the work lies in the fact that it formulates the provisions aimed stabilizing the regulatory and organizational development of the legal profession in Russia.
