Whether the model of selective democracy is necessary to Russia?

The author of this article makes an attempt of a dethronement of democratic character of a general election at this historical stage of development of Russia as the choice shall be conscious and responsible. To demand from the power of results and to make the persons allocated with the power citizens who took part in choices of political party, the president, head of the municipality responsible have the moral and legal right. If the person didn't come to choices, it is his peculiar “choice”, but also this unaccomplished voter can't demand from the power something, in our opinion. The Russian people (not everything, but the considerable part of voters today), first, don't realize the value of the granted option and do it in many respects unconsciously and not thoughtfully, secondly, don't realize and don't bear responsibility for the made choice (not only before itself, but also before the children and the subsequent generations of citizens of the country). In article the new model of “selective democracy” when the constitutional right of a choice can belong not to all citizens of Rus- sia, but not by the direct prohibition and violent discrimination of some citizens, and at their will is offered: the state grants to the citizen an option - to be a voter and to use the active electoral right or to refuse it, having selected, for example, monetary compensating. If the person doesn't come to choices (it is disturbing a low appearance showed choices of the 7 convocation th of the State Duma of the Federation Council of the Russian Federation) or comes and doesn't understand to whom to give the vote, two dangerous tendencies are possible: unfair members of election commissions, “voting for the voter who didn't
