About the residency requirement in the election of the higher official (the head of the supreme executive authorities) of the region of the Russian Federation

The proposal on the introduction of a residency requirement for persons applying for the position of the highest official (the head of the Supreme Executive authority) of a subject of the Russian Federation is analyzed. It is noted that the current legislation does not provide requirements for the residence of a candidate in the relevant region. At the same time, the idea of imposing a restriction on passive suffrage on this criterion was repeatedly expressed by both scholars and politicians. According to the results of the study, it is concluded that it is advisable to establish a qualification of residency or a requirement for the presence of another stable relationship with the relevant subject of the Russian Federation.
