This article identifies and analyzes the essential legal features of state services. The specific features of the state services include following: legal basis of services (Constitution or Federal Law of the Russian Federation), non-dependence from the market principles, public ownership bases, legitimacy, equal rights of citizens to get services, and others. The authors clarify the legal definition of the state services.
