The article is concerned with the issues of legal principles development for building a balanced budget system in the Russian Federation. Considering innovative legislation regarding inter-budget relations the author proposes several approaches for further development of regulations regarding expenditure commitments delimitation between the Russian Federation, its subjects and municipal entities.
