On the cost increase for property rights, established in science, education and industry of the Russian Federation

The author analyzes the reasons for the absence or small number of protectable intellectual activity results in the performance of R & D from the state budget and corporate structures. Chief among them - the low technological level of results. It is concluded that one of the most effective tools for the practical realization of high scientific and technical level and competitiveness of the patentability of the results of domestic research should be a contract for R & D, the requirements for the main provisions of which are given in the article.
