The author addresses a number of controversial issues of forced withdrawal of land for public use, including the issues of foreclosure, transfer of land from one form to another public property, the ability to transfer the seized land for public purposes to private individuals for the construction of objects of public importance. Analyzed the regulatory framework governing these issues, and relevant case law.
