Improving legislation in combating crimes committed during the implementation of the national projects in the Russian Federation: certain issues

Introduction: this article discusses countering budget crimes and their criminal legal assessment, the increased attention of the state and the relevance of which is due to the implementation of national projects of Russia in accordance with the Decree of the President of the Russian Federation dated May 7, 2018 No. 204 "On National Goals and Strategic Objectives of the Development of the Russian Federation for the Period up to 2024". Materials and Methods: the research materials were the data of the Ministry of Internal Affairs of the Russian Federation, the data of the Accounts Chamber of the Russian Federation, official documents of the economic security and anti-corruption units of the Ministry of Internal Affairs of Russia and investigative bodies. The methodological basis of the research were the general scientific dialectical method of cognition, special scientific methods of analysis and synthesis, comparative legal, formal logical methods, etc. were also used. Results: the results of the scientific article are the adoption of a number of proposals to improve criminal legislation, which will increase budget discipline, reduce the number of crimes committed in this area and solve some problems related to the qualification of criminal acts and, as a result, improve the quality of implementation of national projects in Russia. Discussion and Conclusions: based on a comprehensive study of scientific literature and practical experience, a conceptual vision of solving problematic situations arising in the identification, disclosure and investigation of crimes committed during the implementation of national projects of Russia and budget crimes in general is proposed.
