The Tibetan question, because of the strategic position of Tibet, plays a crucial role for the People’s Republic of China, which includes this alpine region of the world. The Tibetan problem has been repeatedly used by Western countries in their Chinese policy. The issue of the status of Tibet is a matter of the country’s exclusive domestic policy of the People’s Republic of China. The Tibetan Emigration doesn’t agree to this conception. The foundations of the ideology and policy of Tibetan Emigration are primarily determined by His Holiness the Dalai Lama XIV in his Five-Point Plan for Tibet. This paper, basing on the Peace Plan, describes the views of the Dalai Lama XIV on the political status of Tibet and on the problem of Chinese colonization of Tibetan lands, shows his opinion on human rights violations and ecological problems in Tibet. In addition, the United Nations position on Tibet is reflected in the paper and the correlation of opinions on priority issues of the world community and Tibetan emigration in the person of the Dalai Lama XIV is considered.
