The implications of the 1990s liberal reforms for the defense industry

On the basis of archival and published documents the article formulates a conclusion that the Russian defense industry suffered to the utmost from the de-industrialization and de-modernization processes initiated by liberal reformers. The authors propose the measures required to overcome the crisis tendencies in the Russian economy, in particular, the importance of the dialogue between the government and the scientific community is emphasized.
