On the construction of a model of the inter-sectoral balance of the Siberian border regions with predominantly mineral resource potential

Currently, when compiling regional input-output tables, non-survey-based methods are mainly used. The essence of these methods lies in the fact that national input-output tables are usually used as the basis for compiling tables of the intersectoral balance of a particular region, while some identity and similarity in the structure of the regional economy with macroeconomic parameters is allowed. Various coefficients are used to compile inter-industry balance tables that would more or less accurately describe the economy of the region and to level out distortions when compiling input-output tables at the regional level in conditions of insufficient information: location, size of industries, transport costs, etc. To build an inter-industry balance of Siberian regions with predominantly mineral resource potential (PSMP) we propose to use a step-by-step expert-analytical method of constructing a MOB with the determination of technological coefficients of regions with PHC. To identify and compare the technological coefficients of a region, several approaches can be used: the use of a simple localization coefficient (simple location quotas - SLQ), an intersectoral localization coefficient (cross-industry LQ) and a semi-logarithmic Round method (Round's semi-logarithmic LQ - RLQ), an approach to product selection (product-mix approach). As a result of the simulation, probabilistic regional coefficients will be obtained for each branch of the region with PSMP, which will determine the structure of the regional intersectoral balance.
