On the legal foundations of public administration: discursive practices

The article is devoted to the peculiarities of the development of the phenomenon of “power” in interdisciplinary discourse and its reflection in modern conditions of a turbulent society. The author actualizes the inconsistency of some legal concepts of the concept of “unified system of public power”, explicates the specifics of the modern socio-legal paradigm and the correspondence to it of the most popular theories of the diachrony of power. The article analyzes the modern cognitive discourse of legal scholars influencing the concept of a “unified system of public power” in the Russian Federation. The purpose of the study is to determine the theories of the “unified system of public power” that are most appropriate to the modern paradigm of Russian society. Methodology. In the course of the research, the results were obtained based on the general scientific dialectical method of cognition, as well as universal scientific methods, methods of system analysis, and special legal methods. The results of the study show the need for legislative and conceptual consolidation of the concept of “unified system of public authority” in the Basic Law of the Russian Federation.
