The article specifies contents of the problem region conception, describes and substantiates principles of the service sector development in the problem regions of the Russian Federation (subsidiarity, balance, selectivity, fractality, transversality). The author establishes that range of these principles guarantees the system integrity of the state regulation and selective support for service sector development in the problem regions of the Russian Federation.
