About the problems of recruiting officers of the armed forces of the Russian Federation

This article deals with the problems associated with the formation and recruitment of the Armed Forces of the Russian Federation by officers. In the course of the conducted research, the main reasons for which officers of the Armed Forces of the Russian Federation stop or are going to stop further military service in the Ministry of Defense of the Russian Federation and its subordinate units are established. The article analyzes the concepts and strategies used by the General Staff of the Armed Forces of the Russian Federation aimed at hiding this problem from the public, deliberately distorting the grounds for dismissing military personnel, causing them damage, and also evaluates the miscalculations in the management activities of the Chief of the General Staff of the Armed Forces of the Russian Federation with the preparation of his psychological portrait. It is concluded that the problems of recruiting the Armed Forces of the Russian Federation are caused by violations of the management activities of the General Staff of the Armed Forces of the Russian Federation, related to: unwillingness to leave written evidence of these decisions, which makes it possible not to take into account the requirements of the legislation of the Russian Federation; organization of concealment by subordinates of violations of laws and by-laws; hindering the official receipt of information about violations committed by subordinates; misleading the leadership of the Ministry of Defense of the Russian Federation about the absence of any violations; elimination of persons interested in restoring order; lack of rotation of officials of the General Staff of the Armed Forces of the Russian Federation. It is proposed to solve the problem under consideration by ensuring compliance with the constitutional and civil rights of military personnel; increasing the level of their monetary allowances; rotating the leadership of the General Staff of the Armed Forces of the Russian Federation; temporarily simplifying the procedure for assigning officer ranks; returning to the system of training officers in military departments of civilian universities.
