On problems of tourism and hospitality industry development in Russia

Tourism is an important driver of economic growth at both the national and regional levels. This sector, in case of its permanent growth, can become a trigger for the sustainable development of the Russian economy, which is currently in a state of stagnation. The development of the tourism industry is largely determined by the effectiveness of public administration carried out within the framework of the developed state programs and plans for the development of tourism. Despite the fact that the overall growth trends in this dynamic sector were positive before the coronavirus pandemic, the sustainable development of tourism and the hospitality industry in Russia is hampered by problems that require urgent solutions at the state level. The purpose of this study is to identify the features of the development of tourism and the hospitality industry in the Russian Federation in terms of the main problems hindering the growth of the industry. The research method is a critical analysis of Russian and foreign sources and literature on the problems of sustainable tourism development and management of this process at the state level. In addition, the economic and statistical methods of analyzing the series of dynamics, methods of identifying the main trend and forecasting are used by the authors to calculate the dynamics of individual indicators of the development of the industry. During the analysis, the features and problems of the development of tourism and the hospitality industry in Russia were considered. The challenges and opportunities for the development of tourism and the hospitality industry in the context of a pandemic are identified and summarized. It is concluded that it is necessary to adjust the goals and measures for the development of the tourism sector in accordance with the conditions of the development of the pandemic while maintaining the main priorities of the implemented policy. Promising measures for the development of the industry are proposed. The results of this study can be taken into account when developing state programs and projects for the development of tourism in Russia.
