State-building projects of the Tatar and Bashkir people in 1917-1920

This paper is an attempt to provide an objective coverage of the history of various projects for solving the Tatar-Bashkir problem in 1917-1920 and show the attitude of the leaders of the Bashkir national movement and Tatar public organizations to these projects. The main objective of the bourgeois-nationalist and Soviet state-building projects was the creation of the joint autonomous republic of two main Turkic-speaking people in Ural-Volga region, i.e. the Tatars and Bashkirs. These projects have not been implemented because of differences between two national movements. The relevance of the study is determined by the fact that the Tatar-Bashkir issue is still under discussion. Nowadays, Tatar national organizations think about the assimilation of a part of the Republic of Bashkortostan as well. One attempts to prove that the Bashkirs are not an independent ethnic group. It is assumed that the objective coverage of the problem will help ensure stability and sustainability in the relations between two contemporary national republics.
