On countering the creation of enclaves in the Russian Federation and some measures to create conditions for the temporary residence of foreign workers in Russia

The article examines the characteristics of the social-institutional phenomenon of a national-ethnic enclave and the reasons for their formation. The authors present the main arguments against the creation of enclaves in the Russian Federation and propose discussion measures and practical recommendations that can help counter this phenomenon, as well as some measures to create conditions for the temporary residence of foreign workers in Russia. The aim of the study is to create a basis for the development of effective public policy to prevent the formation of places of mass residence of foreign citizens in the Russian Federation, to support national security and social integration.
