On the distribution of investments for the development of health care in the regions of the CFD in the conditions of the pandemic

The peculiarities of domestic healthcare and its budgetary and insurance principle of functioning form the need to provide budgetary resource support and investment inflows to the regions, which is the key to the development of the industry aimed at creating a high quality and accessibility of medical care. However, in this sector, as well as in the economy as a whole, differentiation remains in the context of regions in accordance with the level of their general development, which creates unequal conditions for the population to receive medical care and is one of the most significant problems. The study assesses the dynamics of the total volume of investments in fixed capital of healthcare in the Central Federal District, a comparative analysis of the dynamics of investments in fixed capital of healthcare in the context of the regions of the Central Federal District in total and per capita in 2016-2020, as a result of which the existing trends, imbalances and the reasons. It has been established that the total volume of investments in fixed capital aimed at the development of healthcare in the Central Federal District has tripled over the past 5 years and amounted to almost 158 billion rubles in 2020, which is equal to about 30% of the total investment in healthcare in the country. At the same time, within the CFD, the differentiation of the volume of investments in the fixed capital of health care remains, where about 65% falls on the economic center of the country - Moscow and the Moscow Region. The distribution of investments in the fixed capital of healthcare in the regions of the Central Federal District is uneven, which is confirmed by differentiation within the district at the level of 3.5 times.
